The process for creating a Google account varies whether this is for SIL or WGA accounts.
For WGA, we use a native Google interface, here.
You first to need to be authorized by the WGA Google admin.
Select your organizational unit and click
.
Enter the user information, make sure the right Organizational Unit is selected and choose to automatically generate a strong password or create a password. In both cases the user will have to change it upon first connection. You are done.
The user must log in within the next 48 hours after the account creation. Once the user log in, they must approve terms and conditions and they are informed they have to enable 2SV within two weeks
In the management interface, when you select an account, the sidebar shows you some possible actions
The main Security panel offers other choices, like, for 2-step verification, the option to get backup verification codes. This allows you to help someone who is stuck with 2SV
For SIL, we use Mailadmin, a home-made application layer.
From there we can also request a verification code to send to the user in case they no longer have access to their devices.

Note that since Workday integration, manually creating a new person's corporate email account or changing it using the SIL MailAdmin application is inappropriate. Using Workday to trigger creating a new person's corporate email account is the only acceptable method.
